In a large bowl, mix brownie mixes, water, oil, and eggs until thoroughly combined. Pour the batter into a greased and parchment-lined 13x9-inch pan. Bake at 325°F for 35 to 45 minutes or until a toothpick inserted 2 inches from side of pan comes out mostly clean. Allow to cool completely. Remove the brownie from the pan using the parchment paper.
In a stand mixer fitted with the paddle attachment, beat the butter and powdered sugar on low until combined. Add the cream and vanilla, then beat on low speed until smooth; increase the speed to medium and beat until fluffy. Add green food color and mix until combined.
